The Speaker of the House of Assembly, Honourable Jabulani Mabuza, this morning delivered a speech at the 151st Assembly of the Inter-Parliamentary Union (IPU), currently underway in Geneva, Switzerland. The high-level Assembly, which began on 19 October 2025, is being held under the theme “Upholding Humanitarian Norms and Supporting Humanitarian Action in Times of Crisis.”

The General Debate provides an opportunity for delegates from across the globe to deliberate on the theme, exchange perspectives, and promote collaborative parliamentary action in addressing humanitarian challenges worldwide. The Assembly will also consider and adopt resolutions on two key agenda items — the emergency item, and a subject matter presented by the Standing Committee on Democracy and Human Rights, titled “Recognizing and supporting the victims of illegal international adoption and taking measures to prevent this practice.”

The week-long gathering is expected to conclude with the adoption of an outcome document summarizing the collective commitments and resolutions arising from the General Debate. Speaker Mabuza is accompanied by Deputy Senate President Senator Ndumiso Mdluli, Honourable Sifiso Magagula, Honourable Sicelo Dlamini, Senator Lindiwe Ngwenya, and two Parliament officials. The IPU Assembly, which serves as one of the most prominent platforms for inter-parliamentary dialogue and cooperation, will officially close on Thursday, 23 October 2025.
